| General
Slavic and East European Resources
|
|
All of the sites on this page
are general in the sense that they do not limit themselves
to the resources of a particular country. We have
attempted to include those sources that have a regional
orientation. That is, we have tried to find sites
that all search by country/language/region.
Business
- International Business Resources on the World Wide
Web
- URL: http://ciber.bus.msu.edu/busres.htm
- The search function on this site will allow you to search
by country or keyword. There are also country lists,
newspaper lists, links to journals and a variety of other
sources listed at this site maintained by Michigan State
University's Center for International Business Education
and Research. The site has been in existence since
1995 and is updated frequently. The links are annotated.
- OFFSTATS: Official Statistics on the Web
- URL: http://www.auckland.ac.nz/lbr/stats/offstats/OFFSTATSmain.htm
- "OFFSTATS lists web sites offering free and easily
accessible social, economic and general data from official
or similar "quotable" sources, especially those that provide
both current data and time series." (Offstats
home page). The site is organized by country, but
also has a list of topics and a list of resources by Subject.
While there are annotations, they are minimal and do not
indicate the language of the data you will find at the
link. The site has been maintained since 1998 by
Rainer Wolcke of the Business and Economics Library at
the University of Auckland Library.

Culture
- World Wide Art Resources
- URL: http://www.wwar.com
- This site lists links to visual and performing arts
and. The site includes a search engine. Linking to the
individual pages on specific categories of art, such as
"Art around the World" or "Art History",
will supply a list of geographically arranged links. Clicking
on the geographical links gives choices of cities or regions
within a country. After selecting a particular area or
city, you will get links to galleries, specific artists,
etc. The site is not comprehensive but does provide a
good starting point. It was created in 1995 and is maintained
by a company called World Wide Art Resources. Every site
submitted is reviewed and their compilers claim to only
include qualitative sites.
- Adam
- URL: http://adam.ac.uk
- Adam, the Art, Design, Architecture and Media
Information Gateway, is "a searchable catalogue of
2546 Internet resources that have been carefully selected
and catalogued by professional librarians for the benefit
of the UK Higher Education community" (Adam, Home
Page). The site has a search engine that yields extensive
descriptions of each link. It is not in any way comprehensive,
but reflects a great deal of selectivity on the part of
the librarians.
-
- Ethnologue
- URL: http://www.sil.org/ethnologue/
- This is a good introductory site for information on
most any ethnic group in the world. It is the online
version of a publication of the same title. The
source was originally designed for linguists and was produced
at Indiana University. A search on a term will bring
up a brief ethnographic sketch on the peoples in a region.

Dictionaries
- Your Dictionary.com
- URL: http://www.yourdictionary.com/
- This is a site maintained by Bucknell University. There
are links here to over 800 dictionaries of some 180 languages.
The site is easy to navigate. There is an alphabetical
chart of languages on the top page. Clicking on any entry
will give you a list of dictionary choices for that language.
The links do not include any annotation. The compilers
do note that they give preference to free online sources.

Educational
Institutions
- Global Directory of Universities.
- URL:
http://www.galilei.com.ar/europa/ieuropa.html
- At first glance this is simply a list of links to some
3,000 universities around the world, organized by country.
If you go to the search page, you can search by country
or by type of institution. The listing includes
universities, colleges, polytechnics, technical colleges
and other academic institutions. There is also on this
page a list of White and Yellow Pages available online,
as well as newpapers of the world. This site is
updated frequently and has been in existence since 1996.
It is not, strictly speaking, a commercial site as the
creators do not allow any advertising on the site.
- General Education Online Page
- URL: http://wsdo.sao.uwf.edu/~geo
- This is a list maintained by the University of West
Florida. It is organized by country and includes
active links to a large number of college and university
sites. "GEO provides a free listing of approximately
6400 educational sites located around the world.
The purpose of this listing is to provide students with
links to web sites of educational facilities worldwide."
(General Education Online Page, Disclaimer Page).
This site is updated frequently.
- College Night.com
- URL: http://www.collegenight.com/
- This site is rich in information of all kinds on colleges
and universities in the United States. When
we checked the site, 06/06/00, the link to International
colleges was not functioning. There is no search
engine built into this system, but the organization
makes the site easy to navigate. While this site was devised
for those seeking information on college entry, it does
contain data of a more general nature on college education
and can be useful for those seeking international programs
run from U.S. institutions.

Fonts
and Keyboards
- ISO 8859-2 (Latin 2) Resources
- URL: http://nl.ijs.si/gnusl/cee/iso8859-2.html
- This site has been the clearing house for information
on Central European fonts and keyboards since 1996.
The site includes general information on fonts as well
as information for fonts for specific languages.
The site is updated frequently. However, the compilers
of this site do have a disclaimer that they cannot be
responsible for the veracity of the information on any
of the links they list.
- Keyboard maps
- URL: http://www.hermessoft.com/newproject/lang.html
- One of the most annoying problems about some of the
fonts that are loaded on computers is that is difficult
to predict where any letter will appear on the keyboard.
This site is a commercial vendor selling a set of fonts
and keyboards. However, they have keyboard "maps"
for all East European languages that can be printed, making
it much easier to find your way around the keyboard.
We are not advocating the use of the product being sold
here. Indeed, none of us have used it. However,
if you need a printout of a keyboard, this is one of the
most convenient places to get it.
- Cyrillic for MS Windows Netscape
- URL: http://www.siber.com/sib/russify/
- This is one of two sites that we regularly recommend
to people looking for information on Russifying their
computers. The site has information for all platforms
(Mac, Windows, UNIX, etc.) The explanations are
clear for the most part. The only difficulty we
have run into has to do with Windows98. If you are
working on a computer that has this operating system,
you will need to look at Paul Gorodynsky's site (see Russian
section) for help with your keyboards.
- Fonts in Cyberspace
- URL: http://www.sil.org/computing/fonts/
- This is a guide to finding fonts on the internet. it
is produced by SIL international and has links to 408
sources for 126 languages.

Genealogy
- The Genealogy Home Page
- URL: http://www.genhomepage.com/full.html
A rich site for online resources, this page is commercially
sponsored by the Family Tree Maker Online, a commercial
service for genealogical research. There are a wide
range of resources here for both genealogical practice
and for research in specific areas. There are links
to site on maps, listservs, and a variety of other sources
useful for anyone interested in genealogy. The sites
related to specific countries are organized by country.
-
- World GenWeb
- URL: http://www.worldgenweb.org
Begun in 1996 by Dale Schneider, the World Gen Web
project is now supported by Roots Web Inc. The site
connects those interested in genealogy in specific regions
and supplies a list of resources for the region.
Among these resources are links to maps, heraldry and
other materials that are of interest beyond the realm
of genealogy.
-
- FEEFHS "FrontPage"
- URL: http://feefhs.org
- This site is maintained by the Federation of East European
Family History Societies located in Salt Lake City.
The main page includes links to reviews of the best genealogy
search engines, an ethnic/religious/national index and
a web portal index. The latter is an extremely effective
keyword search of the site. A search on the term
Bessarabia brought some 73 matches of links to everything
from an article on "Common topographical terms used
in standard Imperial Russian Gazetteers of Bessarabia"
by Thomas Edlund, to links to the site's excellent "Map
room". For anyone doing research on genealogy
of the region this site is essential.
- Heraldica
- URL: http://www.heraldica.org/topics/national/index.html
- This site is maintained by Francois Velde, a lecturer
in economics at the University of Chicago and an economist
at the Federal Reserve Bank of Chicago. It
has been maintained since 1995. Every topic is introduced
with an explanation of the contents. The topics
covered include National Heraldry, Ecclesiastical Heraldry,
Academic Heraldry, Literary Heraldry. The site is
well organized and easy to navigate.

Government and
Law
- Governments on the WWW
- URL: http://www.gksoft.com/govt
- "Comprehensive database of governmental institutions
on the World Wide Web: parliaments, ministries, offices,
law courts, embassies, city councils, public broadcasting
corporations, central banks, multi-governmental institutions
etc. Includes also political parties. Online since
June 1995. Contains more than 15000 entries from more
than 220 countries and territories as of April 2000. Frequently
updated." (Governments on the WWW, home page)
The site can be searched in English or German. There
are links by region or institution. The public can
submit websites, however, they must meet the criteria
of the webmaster, Gunnar Anzinger. The site is updated
frequently and there is a link of materials updated in
the last 30 days. Each country's links are
grouped by type of institution. Most have
the following types: multi-governmental, heads of state,
parliaments, law courts, political parties, representations
in foreign countries.
- Foreign government Resources on the Web
- URL: http://www.lib.umich.edu/govdocs/foreign.html
- This site is maintained by the University of Michigan
and contains a variety of informational sources on foreign
governments. Most countries have a link to the main
government page. But the coverage under individual
countries is uneven. For example, under Bulgaria,
only the National Statistical Institute is linked..
Croatia has links to the Central Bureau of Statistics,
the Central Government, the Croatian Institute for Culture
and Information, the National Bank, Parliament and the
President. It is difficult to know what causes the
inconsistency in coverage. The site also has extensive
links to foreign news resources, links to embassy pages
and some statistical resources.
- WashLaw Web
- URL: www.washlaw.edu/forint/alpha/i/internetlaw.htm
- This site is maintained by Washburn University School
of Law. It is an attempt to provide links to primary foreign
and international legal resources, research aids, and
sites. The links are arranged alphabetically by
subject, author, country and occasionally by title.
There is a site search engine as well. The site
has been maintained since 1996 and is updated regularly.
- Lijphart Elections Archive
- URL: http://dodgson.ucsd.edu/lij/index.html
- Lijphart Elections Archive is housed at the University
of California, San Diego in California. This is
a research collection of district-level election results
for some 350 national legislative elections in 26 countries.
Only a limited number of countries in our region are listed
here. For those that are, the data can be printed
or displayed by clicking on the region and country name.
- Parline Database
- URL: http://www.ipu.org/english/home.htm
- This site lists links to international parliament sites
and several databases. The Parline database contains
brief descriptions of each country's parliament and often
a legislative body, along with the link to the parliamentary
site for that country. The descriptions list the
generic name of the parliament, its structure, its president,
its secretary, the number of members, proportion of women
in the body, length of term, address and URL. There
is also a link explaining the electoral system, the last
elections, with background and a breakdown of the vote,
while another explains the parliamentary mandate of the
country. There are two bibliographic databases:
"Parlit" which contians citations to books and
articles about parliment activities and "Women in
Politics" which indexes books and articles dealing
with women in politics. Both databases are searchable
by country or region. The IPU is a world organization
of parliaments of sovereign States founded in 1889.
- IFES
- URL: http://www.ifes.org/eguide/elecguide.htm
This is a very comprehensive site for information
on elections in Russia around the world. The site
is maintained by the International Foundation of Election
Systems. The site is in English. The Institute
draws on its experts to compile the documents it has on
the web site. All the members of the Board of Directors
are listed on the informational page off the main page.
The site has been in existence since 1999.

links on all subjects related to language: online bilingual
training, online courses, online grammars, online dictionaries,
online newspapers, online radio/TV, online culture, religion,
literature, software, books, translators, schools, courses.
The scope is extremely broad, giving the site a broader
range of uses than just those concerning language.
Certainly anyone looking for current events could check
here for online newspapers or radio.
- The On-Line Books Page
- URL: http://digital.library.upenn.edu/books/index.html
- Description: This site has been in existence since
1993 and is maintained by the University of Pennsylvania.

Libraries
and Archives
- HYTELNET on the World Wide Web
- URL: http://library.usask.ca/hytelnet
- If you are planning to do a great deal of library
research, this site and webCats will be invaluable
tools in locating materials. Hytelnet is
a list of library catalogs. The links at this site are
to those library catalogs that are in a "text only"
format. For some years, all catalogs available through
the internet were in this format. To access them
requires the use of a telnet program. This usually
comes as a part of Windows. This site has been in existence
since 1990. Unfortunately, it has not been updated
since 1997. The person responsible for the site
is Peter Scott. The site is organized geographically
and by type of library catalog (Innovativ, DRA,
etc.) There are a great number of useful links on
this site that can be helpful for the uninitiated user.
- webCATS: Library Catalogues on the World Wide
Web
- URL: http://www.libdex.com/
- This site is a sort of counterpart to Hytelnet.
This is a list of links to all the web-based library catalogs
available nationally and internationally. The site
has a geographical index, an index by library type, a
vendor index and a list of Z39.50 resources. Like
Hytelnet, there are many useful links here for
those who will be focusing on library research
- Gabriel - Homepage
- URL: http://portico.bl.uk/gabriel/en/welcome.html
- This site is more than just a list of links to Europe's
National Library catalogs. There is a wealth of
information about each collection and its services at
this site. The site provides a list of links to the
online services of each library, the information pages
of the national libraries, exhibitions and many other
options. There is also a search utility that will
allow you to search by keyword. Gabriel has
been in existence since 1995. It is overseen by
Conference of European National Libraries.
- IFLANET- web accessible National and Major Libraries
- URL: www.ifla.org/II/natlibs.htm
- This site compliments Gabriel in that it is
a list of links to all National libraries in the World
and not limited to Europe. This is an alphabetical
list arranged by country name. The site also includes
a list of addresses, with fax and phone numbers for all
libraries listed. The site is maintained by IFLA
(International Federation of Library Associations and
Institutions).
- Lib-Web-Cats
- URL: http://www.librarytechnology.org/libwebcats
- This site provides a convenient method for searching
for library catalogs. It is quick and allows you
enter keywords to get results. The results of a
search will provide you with the web address or telnet
link to a library and a link to something called "details".
This is a brief profile of the library catalog, the type
of library, its address, etc.
- Repositories of Primary Sources
- URL: http://www.uidaho.edu/special-collections/Other.Repositories.html
- A listing of over 5000 websites describing holdings
of manuscripts, archives, rare books, historical photographs,
and other primary sources for the research scholar. All
links have been tested for correctness and appropriateness.
Those added within the last thirty days or so are marked
{New}. The site is organized regionally. There
is a set of broad regional designations on the home page,
listing areas of the world. There is also a country/state/province
list which pinpoints the websites of archival collections
in specific countries, states, etc.
- This site was launched in 1995 and is updated frequently.
It is maintained by the University of Idaho.
- Archiefnet
- URL: http://www.archiefnet.nl/
- This site seeks to compile links to the national archives
around the world. Archiefnet is the oldest links-services
for archives in the Netherlands. The site webmasters describe
the site thus: [ince 1995], "we offer links with
archives in the Netherlands and abroad and also with a
large number of other organisations in the historical
field. Archiefnet is maintained on a daily basis
and is being used by many private individuals and organizations."
Those nations whose national archives do not presently
have a central site are not represented here. The
site is organized geographically by continent.
It is updated frequently and is maintained by the Dutch
National Archives. Only other national archives
may submit sites. The site also has a genealogy
link, but all the information is in Dutch.

Maps
- For historical maps of the Slavic region see the page
at FEEFHS http://www.feefhs.org/maps/indexmap.html
-
- Getty Thesaurus of Geographic Names
- URL: http://www.getty.edu/research/tools/vocabulary/tgn/index.html
- This site is an excellent place to get basic information
on the location of a city, changes in place names, etc.
All sources used at the site are listed with each entry.
There is information beyond the place name and location
listed. There are some peculiarities, such as the
listing of St. Petersburg as being in Asia. However,
as a source for general information and for leads to other
sources it is a well documented site.
- World Atlas 2000
- URL: http://gheos.com/atlas/index.php
- An excellent source for current maps of the world.
There are a large number of special features on this site,
such as statistical data, anthems, flags, and brief political
data. There are political, physical and topographic
maps. There is also data on world climate and environmental
regions. There are two major problems immediately
apparent with this site. The first is that is unclear
what is the source of information used for statistics
or for the maps. It is also unclear exactly who
is responsible for the site.
-
Media
- The Ultimate Collection of News Links
- URL: http://pppp.net/links/news/
- Links by country to online versions of newspapers and
magazines. Includes links by country to the websites
of many East European, Russian and Central Asian publications
(many in English). One of the most useful types
of links on this site is the directory of specific language
papers listed under individual countries.
- Kidon Media-Link, Newspapers on the World Wide
Web
- URL: http://www.kidon.com/media-link
- Links by country to online English and non-English
language publications, news sources, television stations,

- A list of links to newspapers from all over the world.
The search structure consists of a group of pull- down

and presently has over 10,000 newspapers from around the
world.
- The International Broadcasting Web Directory
- URL: http://www.ilgradio.com/ibwd/

Phone
and E-Mail Directories
- Info-bel
- URL: http://www.infobel.com/World/
- This is a commercial site for identifying email
and phone listings in over 185 countries. A drop-down
list allows the selection of a country. Once it
is selected it, another list will appear which will allow
further specification in the search, such as white page,
email, yellow pages, etc. A window then opens, displaying
the search on that resource. There is unfortunately, no
information as to who is maintaining this site.
It does claim to have been in existence since 1995.
- WorldPages.com
- URL: http://www.worldpages.com
- This is a commercial site maintained by a company that
also publishes printed directories. The site has
over 350 international directories. The site has
been in existence since 1996. A pull down menu allows
the selection of a country. The resources it lists
are directories on servers in the country. There
is little information supplied about the sites.
The user will have no information about the language of
the site.
- Info-Space

Publishing
- The Literary Market Place
- URL: http://www.literarymarketplace.com/
- This site provides access to an international list of
publishers compiled by R.R. Bowker the publishers of what
has been traditionally the main printed source for information
on international publishers. The only difficulty
with the site is that it requires that the user go through
a free registration to view the brief publisher information.
A subscription is required for complete information. There
are also free resources that will allow the user to select
a list of publishers for reference books. This feature
does not require registration. The site is not exhaustive,
but is a useful starting point. Nevertheless, it
does provide a convenient list of publishers from around
the world with their addresses.
- Publishers' Catalogues Home Page
- URL: http://www.lights.com/publisher
This is one of the most heavily linked pages for publishers
addresses. While in no way comprehensive, it is
one more starting point. It is searchable by city or by
country or name of publisher. The search by city
does have one noticeable quirk. There has been no
standardization in the city names used. Thus a search
using "Prague" brings up only one match, while
a search using "Praha" will result in several.
The subject search is more difficult to use than that
available in the Literary Market Place. This is a commercial
site that has been set up to accommodate those interested
in purchasing books.
Religion
- Academic Info Religion Gateway
- URL: http://www.academicinfo.net/religindex.html
- This site lists a variety of web resources on religious
studies: meta-indexes, libraries, academic departments,
societies, associations, reference sources, etc. The site
is really a collection of annotated links compiled by
a graduate of the Religious Studies program of the University
of Washington. The site is not affiliated with the University
of Washington. The links are very well described and the
compiler has included a strategy for approaching the search.
He divides his sources from general to specific, directing
the user where to continue with their research.
- Virtual Religion Index
- URL: http://religion.rutgers.edu/vri/index.html
- This site is maintained by the Rutgers University.
It is a little difficult to navigate. However, there
is a wealth of material here for anyone looking for religious
information on the web. The subject areas covered
include Academic Sites: Ancient Near East, Anthropology
and Sociology, Art and Archaeology, Biblical Studies,
Philosophy and many others. The orientation seems
to be to traditional religions and the coverage of foreign
language sources is limited.
-
Search Engines and Directories
- This section will list guides to a variety of different
search mechanisms, engines, directories, portals, gateways.
We have tried to select only those directories that have
an international component.
-
- Beaucoup!
- URL: www.beaucoup.com
- This site was formerly known as Beaucoup Search Engines.
It has long been a central site for a list of various
search mechanisms. Its coverage is somewhat uneven in
the category of International Engines. Thus 11 sites
are listed for Czechoslovakia and only one for Russia.
This seems to clearly be a limitation by language.
Nevertheless, if you are looking for a subject search
mechanism, this is a good starting point.
- Search Engine Colossus
- URL: http://www.searchenginecolossus.com/
- This is possibly the best one-stop site for getting
an overview of foreign search engines. You simply
click on the country name to view a list of links to search
engines. The information on the sites is color-coded
to reflect the type of search engine. Searchable
directories which gather and list information via human
effort have a neon typeface. Search engines that gather
information via a "spider-robot" have a white
typeface. Search engines with unique or unusual features
have a brown typeface. The page is maintained and
updated on a regular basis.
- Eric Herron's Guide to Post Communist States on
the Web
- URL: www.ku.edu/~herron/
- This is one of the best area subject directories currently
available, well organized, with a huge number of annotated
links. The site is hosted by the University of Kansas
Center for Russian and East European Studies. The links
are divided into general, regional and country specific
resources and are further divided by subject within each
geographic region. Resources included in the guide
focus on the areas of government, politics, news and media
and search engines, but include other information as well.
Links are to English and vernacular language sites
-
-
Women's
Issues
- Network of East-West Women
- URL: http://www.neww.org/
This is an excellent site for identifying links to
pages on issues of interest to women in Eastern Europe
and the Former Soviet Union. Along with the numerous
general links with international information on the status
of women, there are country pages with specific resources
for each region. There is information on jobs, conferences,
international laws and a variety of other topics.
There are menus with individual country names as well
as regional menus, allowing one to select pages on the
Baltic, Balkans, Central Asia, etc. The site sis
in English, however, the linked sites are usually in the
vernacular language.
