eIFL
Based in Italy, eIFL.net is an independent foundation that advocates for the wide availability of electronic resources by library users in developing countries. Its core activities include negotiating affordable subscriptions; supporting national library consortia; and advocating for open access publishing, intellectual property rights, open source software for libraries, and the creation of institutional repositories of local content.

INASP: International Network for the Availability of Scientific Publications
Based in the U.K., INASP’s mission is to enable worldwide access to information and knowledge, with particular emphasis on the needs of developing countries. The Programme for the Enhancement of Research Information (PERI) specifically involves providing access to full-text online scholarly resources.
